Why the check sits outside the thing that writes.

A tool that generates cannot audit itself. Whatever verifies an authority has to sit outside the thing that produced it. TrueCite is that outside: a deterministic gate built on a theory of delegation and verification, not on a language model.

  1. Anchor. Human intention is raised to a citation identity that can be checked — not to a prompt.
  2. Compare. The identity is matched against the record the register holds. The register is the source of truth, not the model and not the submitting party.
  3. Do not elevate. Client materials cannot turn unresolved into verified. Silence is a lawful outcome.
  4. Record. The finding carries its evidence basis, source, observation time, coverage and limits. That record is the public proof; the books are not.

The programs are the bones. Intelligence, if it is used at all, is flesh around them. TrueCite ships the bone: an identity stamp a practice system can embed.
